I couldn't believe it!! I agree that in a way it was necessary, and I think it went a long way to humanizing some of the characters who had started to seem just a bit cartoonish at times. I agree ...I read this book too and really liked it. I agree with you about the ending. I just finished (a couple weeks ago) the fourth book in the series - Divine Justice. It was still a good "David Baldacci read" but I was disappointed in the last part of the book.
